On the"Majority Tyranny"Problem of Democracy

This article takes theMajority Tyrannyproblem of democracy as the study point and summarizes the related theories of earlier scholars,analyzing its proposals、definition and precaution,then puts forward some new views at the same time,such as: Definingtyranny of the majority,avoiding its generalization;improving the whole people's quality and the decision-making rules,giving people the rights and channels of complaint from the mechanism,using deliberative democracy appropriately and establishing an impartial and independent adjudicative and judicial institution,which are the important means of preventingtyranny of the majority.
