This article discusses the rationality of the gradual transition through the analysis of the effect of the changes of values on system transition. The gradual transition helps to handle the dialectical relationship between different modes of values, and to promote the development of the economy. While radical mode brings about severe conflicts of basic values, thus hampers the recovery and development of the economy. China and Russia both lack the tradition of market economy and have great imbalance in social development. The gradual transition mode is very suitable for these two countries.
