摘要
The very notion of ‘rents from regulation’ (i.e. rents caused by regulation) indicates how radically economic thinking on regulation itself has evolved in the past generation. A dictionary of economics and the law thirty or forty years ago would have discussed the reverse concept: ‘regulation caused by rents’. This essay considers why rents and regulation have been transposed causally in economic thinking.
