Construction and Calculation of Index System on Heilongjiang Regional Openness

This paper constructs index system on regional openness from opening to the outside and inside of Heilongjiang Province,calculates the openness degree of 13 districts towards outside and inside based on grey correlation analysis,and concludes that there is only one district-Harbin-with higher openness degree,while its openness to outside is low,need improving;there are two districts-Mu-dan River and Heihe-with middle openness degree,in addition,their openness to outside is higher but to inside is lower,need improv-ing;the other ten districts are low openness with little difference,furthermore,the openness to outside of the ten districts is smaller than that to inside except Suihua,they all need improve openness to outside.
