ENHANCING THE FLEXIBILITY AND RESILIENCE OF CITIES USING THE INDICATORS OF THE ISO:37120 RESILIENCE STANDARD

In this digital age, many cities are competing to invest heavily in the design and development of smart city projects, and in line with that, it has become necessary to develop various indicators that can be used later to measure and evaluate the performance of advanced smart cities, and to use them as a single language that contributes to supporting the development and evaluation of smart cities and communities. From this paper is to direct and measure the performance of the resilience of smart Egyptian cities and societies by studying and analyzing the ISO: 37120 resilience standard to develop smart cities in a way that suits the nature of Egyptian cities and enhance their role in sustainable development programs, to obtain detailed inputs from the practical application of the ISO 37120 support standard through Carrying out an integrated survey study that includes all stages of field research with a group of specialists (executive managers - planners - businessmen), so that it deals with a set of indicators for the ISO: 37120 flexibility standard, Where the research recommends directing the integration of the resilience criterion into plans and policies for sustainable cities, cooperation, work and investment to reduce risks and enhance resilience in cities worldwide, and access to a guideline in developing and evaluating the resilience of smart Egyptian cities and communities. تتنافس في هذا العصر الرقمي العديد من المدن للاستثمار بشكل كبير في التصميم وتطوير مشاريع المدن الذكية، وتماشيا مع ذلك أصبح من الضروري وضع مؤشرات مختلفة يمكن استخدامها لاحقًا لقياس وتقييم أداء المدن الذكية المتقدمة ، واستخدامها كلغة واحدة تساهم في دعم تطوير وتقييم المدن والمجتمعات الذكية، فالهدف من هذه الورقة هو توجيه وقياس أداء مرونة المدن والمجتمعات المصرية الذكية من خلال دراسة وتحليل معيار المرونة ISO:37120 لتطوير المدن الذكية بما يلائم طبيعة المدن المصرية وتعزيز دورها في برامج التنمية المستدامة، للحصول على مدخلات مفصلة من التطبيق العملي لمعيار الدعم ISO 37120 وذلك من خلال القيام بعمل دراسة استطلاعية متكاملة تشمل جميع مراحل البحث الميداني مع مجموعة من المتخصصين (المدراء التنفيذيين – المخططين – رجال الأعمال)، بحيث تتناول مجموعة المؤشرات الخاصة بمعيار المرونة ISO:37120 ، حيث يوصي البحث بتوجيه إدماج معيار المرونة ضمن خطط وسياسات المدن المستدامة والتعاون والعمل والاستثمار للحد من المخاطر وتعزيز الصمود في المدن على مستوى العالم ، و الوصول لدليل إرشادي في تطوير وتقييم مرونة المدن والمجتمعات المصرية الذكية.
