Airport construction projects have become increasingly complex undertakings involving a diversity of activities and people in their planning and execution. Dealing with limited funding, environmental considerations. accelerated schedule requirements and sophisticated construction materials; phasing the work with minimum disruption to ongoing operations; and managing all aspects of the design and construction processes are often beyond the experience of government agencies traditionally responsible for on-site management of construction projects. Add to this the need to coordinate the roles of the owner, architect-engineers, construction managers, prime contractors, subcontractors, vendors and suppliers, and the potential problems and risks are multiplied. This paper discusses four basic approaches to delivering major airport construction projects such as Traditional, Design-Build, and Turnkey, and Project /Construction Management. Each delivery system spans the entire process involved in project implementation, from conceptual planning through design, construction, and start of operation.
