Greenhouse gas accounting for China’s cities: taking Guangyuan City for example

This essay researches the greenhouse gas accounting methods of Guangyuan in order to provide a reference for their norms and standards in China which will assist Guangyuan Government to grasp characteristics of the greenhouse gas emission,to develop realistic reduction targets,task of measures and technical route.According to the features of Guangyuan like the miniatureprovince,formation of that refer to the guidelines for the preparing provincial greenhouse gas inventories to divide departments,and learn from guidelines of the municipal greenhouse gas inventories for ICLEI to include indirect emissions into accounting system.The method not only corresponds to the current regional situation of China,but also includes characteristics of the municipal greenhouse gas emissions into type.Moreover,the method can take full advantage of the existing statistical system,statistical data and information to account municipal greenhouse gas emissions.In the end,this essay proposes suggestions for Guangyuan to develop low-carbon.
