AUTOCLAVE TECHNIQUE

I've just been made responsible for all autoclave procedures in a small nursing home, and I've found a wide variation in how nurses wrap instruments for autoclaving. Some wrap eachitem in several layers of autoclave paper; others use bits of paper taped in place to form a single layer. What's correct? Must sterilized items be dry before they can be removed from the autoclave? How can a small facility such as ours make sure its autoclave is functioning correctly?
