Digital government is a new governance model that emerged in the era of advanced information technology. Digital government has the potential to enhance government capacities. However, it is still unknown to what extent the public service capacities of the digital government have advanced and what factors contribute to the improvement of the public service capacities of digital government. This study focuses on two major questions: (1) what is the evaluation system of digital government's public service capacity and (2) what factors influence digital government's public service capacity? This study aims to develop an evaluation system for measuring the public service capacity of digital government and figure out influencing factors that may contribute to the varying level of public service capacity. Using a systematical measuring approach can assist government agencies in understanding the developing status of their public services. Understanding the key factors contributing to the public service capacity helps government agencies identify vital points for improvement and allocate resources for developing high-quality public services.
