A Study on the Construction of Early Warning Indicator System for Rural Mass Incidents

The study analyzed the status of the research on rural mass incidents' early warning and related research,both domestic and abroad,and insisted that rural mass incidents are the result of accumulated social conflicts and the expansion of the 'Qi field'.According to the incentive system for rural mass incidents,and the principles and guiding philosophy of constructing early warning indicators system,the study constructed an initial system of early warning indicators.By using specialist investigation and quantitative and qualitative analysis to perfect the initially constructed early warning indicators system,the study came up with the basic concept of early warning indicators for rural mass incidents.
