The hydropower in Southwest China is developing rapidly as the energy shortage comes close to China. However, something stands inconsonantly in way of its development such as disorderly exploitation, inadequate resettlement of emigrant residents, inept ecological environmental protection, or shortage of corresponding policies and regulations. This paper suggests that the hydropower in Southwest China be developing orderly if it is based on the comprehensive planning of basin and principles of comprehensive harnessing, and the relationships among hydropower development, reservoir inundation and protection of ecological environmental should be dealt properly during the whole process of hydropower construction. It also suggests that the comprehensive planning of Changjiang River basin should be revised and some economic policies or regulations should be made right now, so as to support the development of hydropower in Southwest China.
