In Yuan Dynasty,the combination institution of politics and religion of Tibet tend to finalizing,and fomed on Sa skya regime from the Kun family.From the center department of Yuan Dynasty to the re-gional department in Tibet,the combination institution of politics and religion had unified tightly in two sys-tems and three levels,one system is from the institution of the emperor’s teacher to the Sa skya Dpon-chen and the thirteen Wanhu institution;and the other is from Xuanzhenyuan to the Wusizang Xuanweisiand the thirteen Wanhu institution.
