摘要
In order to explore a new digital rescue mode for serious and major disasters, and realize the digitalization of rescue scene elements, visualization of rescue situation, flattening of command and dispatch, and coordination of rescue operations, this paper proposes a practical decision-making and command platform for emergency rescue. Firstly, based on the UAV aerial survey technology, the quasi-real-time 3D restoration of the real scene is carried out to gather all kinds of rescue related data resources of the 3D scene and its surroundings to build a digital base of the rescue scene. Secondly, the intelligent identification of key objectives, analysis of disaster development trend, intelligent planning of rescue and evacuation routes and other functions are realized through artificial intelligence technology to provide auxiliary decision-making for the command and rescue. Finally, the platform integrates multiple means of communication to achieve the goal of “commanding all parties and coordinating the rescue”.
