In this article, by discussing the main motivation and behavior forms of dumping and anti dumping on the aspect of basic theory of international economics, the authors point out that dumping and anti dumping are one of the most important and most concerned international economic affairs, and anti dumping should be one of the main national policies of China henceforth. The authors also indicate that China's anti dumping needs the cooperation of governments, guilds and enterprises.
